In order to allow users fill the Form without log-in, you need to:
- Open the form in Google Forms.
- Eliminate all file upload questions.
- At the top of the form, click Settings.
- Next to "Responses", click the Down arrow .
- Turn off "Collect email addresses"
- Turn off "Allow response editing"
- Turn off "Limit to 1 response"
